‘Pirate of Prague’ freed from jail in the Bahamas

While the pursuit of fugitive Radovan Krej??? took a new turn in Africa, on the other side of the world, the pursuit of another wanted Czech abroad took its own odd twist. Viktor Ko?en?, dubbed the “Pirate of Prague,” has been jailed in the Bahamas since October 2005 while courts have heard extradition proceedings against him. But he was unexpectedly freed April 27.

He’s wanted by Czech authorities, accused of financial fraud worth 16 billion K? during reforms following the fall of communism here. But an extradition request was filed first by the United States, where he’s accused of embezzling hundreds of millions of dollars from investors.

The Bahamian court granted extradition to the United States last year, but Ko?en?, now an Irish citizen, appealed. The appeal hearing was scheduled for April 30.

He was released on $300,000 (6.2 million K?) bail April 27 because the U.S. lawyers had failed to submit required documents on time. “This doesn’t mean the extradition case goes away … but it does mean the U.S. government is having some trouble with their case,” said Douglas McNabb of McNabb Associates, an international law firm specializing in extradition.

While Czech authorities have vigorously pursued the extradition of Krej??? from South Africa, pursuit of Ko?en? has lagged.

Because he’s wanted by two countries, “It’s sort of like a race to the courthouse,” McNabb said. “The Americans got to him first.”

Until the U.S. case is decided, the Czech one will wait on the back burner.

But the Justice Ministry could have used the recent lapse in the U.S. case to revive its own, McNabb said. “Somebody’s not being aggressive enough.”

“The Czech Republic sent its extradition request in 2005,” Justice Ministry spokeswoman Zuzana Kuncov? said. “The Bahamas asked for some additional documents, which were sent this past winter.”

Ko?en?, in the meantime, is “trying to put his life back together [and] enjoying his liberty,” said his lawyer, Paul Moss.

“He’s been ready. Any delay … has always been on [the U.S.] side,” he said. “He wants to clear his name.”

Ground squirrels could hinder building of Olympic Village in Prague

In just three months Prague will make a bid to host the Olympic Games in 2016. However, there are a number of obstacles on the route to becoming an official candidate. These include calls for a referendum, property disputes about the sites of possible Olympic buildings, questions over the budget - and ground squirrels.

The Letnany district on the outskirts of Prague could one day be the centre of a future Olympic Games. Under City Hall plans, it would house a ceremonial stadium, Olympic village and media village. However, a large grassy area in Letnany is already inhabited - by a unique colony of ground squirrels.

Pavel Marhoul is from the Agency for Nature Conservation and Landscape Protection of the Czech Republic.

“The colony of ground squirrels in Letnany is exceptional because it is constituted by roughly 600 individuals. Ground squirrels are a critically endangered species, and there are only about 29 colonies known in the Czech Republic. Most colonies, however, are much smaller, with only 30 to 40 individuals, and they are completely isolated, which gives them less chance of survival. The 600 at Letnany represent up to one quarter of all ground squirrels living in the Czech Republic.”

Ground squirrels are protected by Czech law, as well as at the European level, where the Habitats Directive controls the creation of new nature reserve areas. Moreover, the colony in Letnany is a Czech national nature monument. But even still, there has been talk of moving the colony to make way for the Olympic. The Agency for Nature Conservation strongly opposes this suggestion.

“We know of five experiments to move much smaller colonies, consisting of several dozen ground squirrels. Four out of these attempts were complete fiascos, and the results of the fifth one are not known yet, but it doesn’t look very optimistic, either. Therefore we rule out any possibility of moving such large number of ground squirrels, and we consider this proposal impossible.”

The Agency for Nature Conservation and Landscape Protection has already developed a special programme together with Ministry of the Environment. Pavel Marhoul again.

“Besides monitoring activities, which have already been taking place for some time, we would like to map the historical habitats where ground squirrels lived until recently. Finally, we will seek new possible locations for them. Our Slovak colleagues have succeeded in attempting to establish a new colony, but their experience shows that it is necessary to repeatedly place up to two hundred ground squirrels. Since there are only about 2000 of them living in the Czech Republic all together, we won’t manage without semi-natural breeding at the zoos.”

Czechs bracing themselves for weather extremes

With recent weather forecasts predicting droughts and risk of fires, it can be easy to forget that this month five years ago Prague was hit by one of the most disastrous floods in its history. Experts warn that Czechs should brace themselves for more weather extremes in the future - claiming that floods and droughts are actually two sides of the same coin. They have been discussing for some time now how to protect the landscape against flood waves and keep enough water-supply at the same time.

“Scenarios of the climate change indicate that after thirty to fifty years there might be a situation when hydrological cycles will change substantially. The amount of precipitation might be the same but the time distribution will differ substantially: during the winter and early spring high amount of water out-flowing very quickly and during winter and summer deeper and longer drought period.”

Pavel Puncochar, head of the Water Management Department at the Ministry of Agriculture, is well aware of the consequences that global climate change may bring to the Czech Republic: that is sudden heavy rains as well as longer periods without a single raindrop. That’s why he has been outlining a plan reserving territories for future construction of dams, which could hold up enough water for emergencies.

“At the moment, this plan, prepared according to the Water Framework Directive of the EU, is not in fact planning the building of new dams but the protection of areas where such dams and reservoirs might be established. These areas are very specific and rare due to geology, the shape of the valley or hydrological regime. We have to recalculate and resolve the proposal but I would still stay on the amount of 140 or something like that to keep these areas for possible accumulation and increasing the water resources for the future generations of this country.”
